LOL. You could say that, hence my comment on it being a spray-can, street-racer wannabe. It appears as if the previous owner painted it with either a spray can or watercolors. The original color appears to be Sun Fire Yellow (Y2). Here's pics of the before and after. As you can see a truly professional finish was applied. (He even sprayed the chrome window and other trim flat black. Arrgh!
