Carter AVS Carbs

Rule book says:

Must be correct year make and model for cars engine. Fuel or air bleed passages may be resized. Drilling idle holes in primary throttle blades permitted. Other modifications prohibited.

Seems very restrictive.

Do you need to stay with 4 actual bbl.'s or there stock diameter butterfly size?
