Need help setting timing and carb

I think that my engine has the mp electronic dist., but i'm not sure as I'm the 4th owner, the second who took the car from /6 to 318. This is my first amercan v8 also mopar car so I've been playing the guessing game. Tomarow I'll try setting the timing as you said Moper, (luckily it has the timing tape on it already). I'm still having trouble with setting the idle mixture though, I'm using the vacuum gauge, but when I set it to the maxium vacuum by turning the mixture screws out, it seems a little to rich, as I can smell the gas. I can't tell if starts burning black smoke out the back because the tail pipes rusted through and fell off.
