70 charger value?

My dad got called to do an appraisal on a 70 roadrunner that had a 440 in it and only had 68,000 on it, 1/4 mile at a time. The lady that had it was the only owner of the car and got it for drag racing. It turnned out that it was an original hemi with power windows and a hardtop, hood pins, ect.
There was a guy that lived about 2 hrs away that had the original hemi that came in the car it was pulled with only 6000 miles.
The car had no rust and it had the seats out of a challenger, the paint was wrong and it had a mailbox hood scoop. I think that in as is condition he pegged it at $13,000. The last I heard the guy with the hemi offered her 20 grand for it.
30K for a 500 with a 383 that has rusty trunk floors and rear quarters that need work is way too high. But thanks to everyone that watched the Barrett Jackson auctions and that bald guy that bought everything, everyone with a old car forsale thinks that they are worth a fortune.
