Help me bombard the phone of the guy who scammed me! Also, anyone in St. Louis?

Call the police department where he lives. Explain the situation and tell them that he is defrauding people over the internet. Tell them that you want to press charges unless he ships the wheels immediately, and provides proof to the police that the proper wheels were shipped. Offer to send them a photo of the wheels, and copies of your money order, any correspondence, etc. Tell them that you want to be kept informed. That might get the ball rolling.
