In most cases it seems that 300-325hp should easily run mid to high 13's in an A-body. If a 418hp hydraulic cam can move a 3400lb 67 cuda convt. to an 11.70 with an auto than I'd say 3-325hp should be good for at least high 13s with a less than perfect setup and pass. Why not a 125hp shot? It should handle it fine and doesn't require any kind of secondary fuel supply, maybe pull about 4-6* of timing from my lil bit of N20 knowledge and you should be on to something IMO
