Gas Line Valve?

Under the car there is a valve with the word 'tank' on it and the numbers '4002012'. It's made of white plastic and the gas line is going in and out of it. It's located under the passenger side of the car. I need to know what it is and if it really needs to be there. I'm asking for my husband. I gotta relay the message. Thanks.
