No...with the introduction of the AutoPact in 1966, all VINs, be it US or Canada were standardized to the US system, so a car built for Canada, or in Canada, would have the same VIN system as the US of A.

1968 should still be the SO (Sales Order) number, but yours does look like a VIN. Vin is also stamped on the trunk rail under the weather strip, usually left side. Funny thing on yours..."B" would be 225 slant 6, "8" is '68 model year, but there's no "V" in assembly plant listing.
