I built mine in 2006. Things may have changed since then but it sure is rare to see the government DROP any sort of fee.

What size tires are on Hoopty? Other than a rental Challenger 5.7/8A, I don't have much personal experience but I will say it was lots of fun. I know a 2.71 or similar should match up well with a 26" tire and feel like a Challenger R/T with the 3.06 and those have a plenty usable 1st gear.
