    The ECU should ground the coil negative terminal (so it would be 0-2 volts) at key on engine off. Either the ECU is bad or it isn't wired properly.

    As long as you line-up the pulleys ad are able to set or vary the tension...you're good to use whatever you want. Now the drive pulley needs to mount unique to the engine (of course).
