    put some washers under bracket with the loop that is attached to the frame in the trunk (not the lid). The situation that you describe puts a heck of a lot of stress to the latching mechanism and will eventually ruin it.

    NO, JUST NO!!! The weep hole is an early warning system to let you know that the pump is going to fail so you don't get stranded. As said by SOOOO many above... REPLACE THE PUMP, ITS DAYS ARE NUMBERED!!!

    Nice Car OP! Yes, the Special was the low priced low option version that year (Vin starts with LL 23 and the second L is for low trim level). Almost all Darts were made in Windsor ONT in 1970 (85-90%).

    IMHO...RUN, do not walk, away from these "universal" wiring setups (even if they are "Mopar specific") unless you have unlimited time and patience.
