You do not need a machine. All you need is for the points rubbing block to be on the highest point of the distributor cam, then set the points to .017 and check the dwell. If running a dual point distributor all you need is a business card to block one set of points at a time while you check...

True story

You can buy a manual valve and put it where the vacuum valve is. Used to cost a few bucks at parts store. Turn it on in the winter, off in the summer. Crude solution, but it works. The heat never worked well in my 1998 dodge van. Wish I knew about the bleeding trick. Maybe that would have helped.
