How many cylinders do you guys typically check valve clearance on an engine rebuild?

Can anyone tell me the purpose for the small hole in this Denso starter? The hole is on the side of the starter left of the Chrysler label next to the case bolt. There is a grommet around the hole. The starter is from a '68 340.
