Are the internal balance and external balance flex plates the same? I've had two different answers to this question today and now I'm more confused.

I want to delete the rubber bumpers on my '73 Duster and weld up the bolt holes and then I'll need to have the bumper rechromed, any suggestions on a shop in South GA or North FL that can do that? I'm not completely limited to that area but that would be most convenient without shipping them.
