Check to make sure the belts are tight, and the alt mounting bolts are tight. Mine was just loose enough that at hihger rps the belts would slip.

Yep, first thing I would check is the front parking light/turnsignal socket on that side. The 1157 bulbs have a separate filaments for the running lights, and the turn signals, but they share the ground connection, so if the bulb doesn't ground properly through the socket, it will try to feed...

Sounds like 2 separate problems to me. 1st - 17 volts is awfully high, something must be wrong in the charging circuit to get that much. 2nd - To get the full voltage to the coil, somehow the ballast resistor must be bypassed. Does it have the 2 prong or the 4 prong ballast resistor?

Nope, bypassing the ballast like that would probably fry the coil. That's what the ballast resistor is for.

That totally makes sense. Each of those is in the path that leads to the voltage regulator, so a problem with any of them, would mean less voltage at the regulator.

Looks like the computer for the seatbelt interlock system. Will your car start with it unplugged? If it will, then somebody already bypassed it, if not you may have to do an easy fix under the hood.
