x2 PB Blaster works very well for this. After you spray the bolts the first time, use a hammer to tap lightly on the nuts and bolts. That sometimes cracks the rusted bond enough to allow the oil to seep into the threads. If they don't loosen after a couple of days soaking, try the procedure...

Once you have the bulb socket cleaned up, try using some dielectric compound. It's good at keeping water out of the connection and prevents corrosion.

I think white would look pretty cool. It would be interesting to take a picture of the car and use Photoshop to see how the different colors would look.

A local glass shop should be able to fix you up with no problem.
