Usually you adjust the throttle cable to where the throttle pedal hits the floor just before wide open. If your set up is different you could use a bolt under the pedal to adjust and stop it.

I'm no expert but my gut says the one with the single hole is an earlier version and the one with emulsifying holes is an updated later version even with the carbs being the same. But that's a guess. Someone who knows will chime in.

Voltage difference of your electrical system vs the battery? Your alternator should provide more voltage than the battery alone and depending on how the box works it might effect the gauge scaling. Just my thought. Someone more knowledgeable will be along I’m sure.

Did you ensure the new sending unit was to the bottom of the fuel tank? If it's not that could be your issue. I'd personally put some more fuel in it to see before I went too crazy trouble shooting.
