I would shake the Rallye wheels in favor of some steel wheels with Plymouth Division dog dishes. I would also shake the SS springs, for a set of stock replacement springs, to lower the back, and get a better stance.

I would start with some Dawn detergent, water, and a scrub brush. Scrub it, and dry it with a towel. A shop vac would also help. Rinse, repeat.
