    I have never changed a dash bulb but I think it might help if you had a large pcture of or an actual dash in front of you so you could see where the bulbs are to easier to reach them. Barring that it isn't hard to remove the entire dash and replace all the bulbs that way.

    More turn signal questions.

    I think you have solved your own problem. Non flashing is the way older cars indicate a bulb is burned out. if your fender mounted turn signals are not set up it may appear to the system that a bulb is out.
