While they are interchangeable, 71 valances are different. 70s have more mounting holes in them. The license plate area is flat where as the 71 has a recess in the top right part of the license plate area. Also, the license plate area has more holes in a 70 than a 71 has.

If you can unbolt the passenger side fender it is stamped on the top of the inner fender lip where the fender bolts on.. All 1970 darts are stamped there.

Mitchell motor parts out of Georgia has the locking strips as well as the corner pieces, not sure about the actual windshield gasket though. They should be at the Mopar Nationals in two weeks.
