Make sure the box has a really good ground to the body. Scrape some paint or use a star washer with some bite.

The heat sinks are part of the bulb assembly if you get LED. I got a DIY kit from slantsixdan and used GE Nighthawks recommended by both him and crackedback. Very happy with the results

More efficient yes. Truly efficient, not so much. There is still a lot of wasted energy that comes off as heat and the LED cant handle near as much heat as an incandescent, so it needs to be pulled away by the heat sink.
