Pretty sure these are from a '71 Scamp I parted out, but cant remember what these are for. They are 3/8" bolts, but tapered on the ends and threaded all the way. Any ideas what they were for?

Trade for running utility work truck 66 Plymouth zombie patrol car

Went to check the oil today in the grand Cherokee, and when I pulled the filler cap off I found this smooth creamy peanut butter colored gunk on the bottom of the cap, and on the inside of the fill spout. Does this mean I'm getting antifreeze in my oil? Or got any ideas?
