1963 gas cap?

Hi there,
I think this is the original gas cap for my '63 Dart. Is there supposed to be a rubber/cork seal too or is the brass flange all there should be?

Emissions? What emissions! They barely contained the gas new. Many old drivers I see have the "Early A racing stripe" like this one. Mine had a beauty...4" wide all the way down to the aqua colored primer.

This one is a NOS factory replacement in stainless steel (with chromed pot metal handle) instead of the assembly line painted one, but structure is the same. (I have a painted one somewhere, but can't find it at the moment.) There's a rubber seal between the brass flange and the center hub thingy. It's just loose, and can be (carefully) pulled off over the hub, so fabricating something that will work and seal shouldn't be too hard.
