Did ALL Dusters in 1970 have the front fender and rear quarter marker lights or was it an option for certain trim packages? I have seen pictures of them with and with out them, is it something that a lot of people eliminate?

Front and rear marker lights became law to be in the car in 1968.
Example: 1967 Barracuda has no marker lights.
1968 Barracuda has small circle marker light.

As mentioned in the 70-71 Duster, the marker lights are flush to the body, in newer years, they were raised and made rectangular and are standard for decades.

True. In 1968 the new requirement was for lights or reflectors, amber on the front, red on the rear. Chrysler probably realized they could save a few bucks in 1969.
In 1970 I believe the many states required the using of turn signal lamps by vehicle owners, which probably necessitated them to be lit.

@slantsixdan would be the authority on this

If you’ve seen a Duster with no side marker lights, they were shaved off or covered when the car was restored/repainted over the years.

No such thing as an original Duster with no marker lights.

H22A4 is right; all Dusters were built with side marker lights+reflectors front and rear.

From 1/1/68 the requirement was for side marker lights and/or reflectors. From 1/1/70, the "/or" was dropped; since then the requirement has been for side marker lights and reflectors. Amber front, red rear. The front ones may (but don't have to) flash with the turn signals (in phase or opposite-phase); more info on that here.
