1970 plymouth duster choke help!!!

the choke on my 1970 plymouth duster wont close but when i get it close it just opens. the pully that hooks up to the choke pushes it in. i thought its suppose to push the choke so when you step on the gas it open the choke? any advise would be great thanks.

how warm is it there? if the temp is constantly warm i would guess that it not cold enough to close it.
