2 questions in 1 fix the plastic on gauges and taking the dash out

i have 2 questions whats the best way to fix the clear bazels on my gauges there scuffed bad and hardly seeable and hows the best way to take the dashboard out as i want to repaint it and put the trim and stuff back on

As I remember you need to pull the front window to pul the dash.
