I need some help trying to figure "How do I remove this Steering Column Lower Bushing." I bought this column some time ago and just now try to rebuild to use on my 69 Barracuda. For the life of me I can't see an obvious way to remove. Heat? Dremal tool? Appreciate any help from someone who has already done it.

Long stick to knock it out from the top ( I guess ). Some columns had a screw through the plastic oval hole shown in your pic to hold that bushing in place when the i d of the column tubing was a little oversize. Honestly, it looks like a column shift tube assembly to me.

In your last picture you see the hole in the side of your lower collar.
If I am remembering this right that is a set screw access hole. this set screw
holds the lower collar to the inner tube. Once loose the collar will come off
and the tube and bushing will push out the bottom.
Yours is a 67 column, 68 and 69 are different.
