Are 68 and 69 grills interchangeable? I have found repro 68 grills, but not 69. Is that correct, or did I just miss it?

No,headlight buckets are in different locations.

Like said above, the headlight buckets are in different locations due to the welded headlight buckets on the fenders. You can make them work, but takes quite a bit of effort. No repro 69 grilles available. I have a dozen 69 grilles in Rockford, IL and there should be plenty to be found in your area...
The round lights will look bad with rectangular side lights in my opinion.

68 round marker lights.
69, rectangle marker lights.
68 round marker lights.
69, rectangle marker lights.
67 and 68 are interchangable 69 is on its own.
