70 dart fender removal help

Trying to pull the fender off of my 70 dart and im having trouble. i removed all the top bolts, and all the ones inside the fender well, and its still not even the slightest bit loose. I'm stumped.
 
There's a couple in front that attach the fender to the radiator support. You haven't mentioned the two at the bottom of the dogleg yet, but I assume you saw those. There's also one you have to access from the jamb with the door open, it's at the rear of the fender on top. Mounts it to the cowl. That one's actually a stud that screws into the fender, sometimes the nut come off, sometimes the whole stud unscrews.

Did you remove the one at the top of the rear of the fender? The rear splash shield has to be removed for access.
It is also attached to the fender apron in front and on the bottom of dog leg.
 
There is a nut / stud combo at the rear top that you can access from the hinge are of the door, or easier yet, with the rear splash shield removed.

Some bolts in the headlight area also where the apron overlaps the radiator support.

The fenders were also sealed with seam sealer from inner fender top to fender, so be ready to part that seam also.

Take your time & go slow.
