Anyone know possible cause for one brake light to not work only when the headlights are on? Bulb is not the issue. Wiring looks good with no clear obvious issues.

Just a guess, lack of chassis ground. Brake circuit using the park circuit for a ground path until park becomes hot. These fixtures are often cast metal with a sheet metal bulb socket crimped to it. All this is a daisy chain of metal to metal substituting a ground wire.
