If car was an original non-rallye gauge car, how hard is it to put rallye gauges in? Are the dash frames different?

Yes the dash frames are completely different. You will need pretty much everything except the glove box door and ashtray.
 
Yup, the whole dash frame is different. The radio opening is even in a different spot on the dash.

I converted my '74 Duster's dash to accept a rallye gauge cluster. While it can be done, it required entirely too much work for me to recommend doing it that way. You're far better off tracking down a rallye dash frame. Probably the least expensive part you have to track down too.
