I had my dart in park tonight when i out to start it, it sounded very similar to this. Any ideas what it could be.

Yup. The starter was hung up in the engaged position.

The transmission like front pump and torque converter are probably ok? I heard it could possibly that.

Thats all inside the starter?
On the oem starter, yes. But they have a tin cover that you can pop off and have a peek-a-boo. In the pic below, find the item labeled "moveable core". This gem is a slug of metal that occasionally sticks in it's bore, and the return spring cannot return it, usually from dried up grease, that was never supposed to be in there in the first place,but;
also find the item labeled "overrunning clutch". It runs on a splined shaft, in a sometimes very dirty environment. More likely the clutch splines are full of gravel, and the overrunning clutch cannot return to it's parked position.When that happens, then neither can the moveable core return to it's parked position. When this happens, then neither can the starter become electrically dis-engaged and so it keeps on spinning.
Sometimes all you have to do is pop the little metal cover off and push the clutch over to the fully-engaged position (battery disconnected of course),and wash the splines out

The splined shaft could be bad too. Had one that would hang up occasionally.
Somewhere i learned there are two different splines. It was so long ago, dont remember exactly what.

Oh ok i see.i have a high performance mini starter on it.its the powermaster xs torque starter

It could be the ignition switch, starter relay, or the starter solenoid. Try jumping across the starter relay and if it does it then, you have ruled out the ignition switch. After that, try jumping it at the starter. If it does it then, you've ruled out the relay and the starter solenoid is the culprit.

The spring in the switch needs to be replaced eventually.it does some play in the switch,i put a new switch in not long ago. The problem is the was very out of timing and carb not tuned right. But i have no back breaks i either have a clog line or they need to be rebleed.i have to take the back tires off to see what is goin with the breaks.
