9.5" 727 PTC converter & 360 flex plate

9.5 in 727 PTC converter. The converter stalled 3500 in my sons Challenger.
I am also including a 360 flywheel. He is changingn to a four speed.

Was the stall streetable? I talked to PTC and the were gona build me one. It was gona be a 4200 stall but was actually gona stall about 3k.
