Anybody know what these are for?

I'm trying to figure out what these two nubs are for. They look like the heads of a couple of 6 penny nails sticking out of the top of the driver's side inner fender on a 1975 Duster with California emissions.

I would think they are for the stamp handling process.
 
Don't know, but mine (originally a Maryland car) does not have them.
We have had more than a dozen Dusters through our shop and have never seen these on any of them. This car however was a California car and had California emissions. Thought it might have been to mount some piece of oddball emissions equipment. Really need to hear from someone who actually has them on their car.
