best way to ground alternator

I have a chrome plated alternator that I have a hard time grounding, it causes the voltage to fluctuate. I grounded the vr and it helped some and then I ran a 16 ga wire to one of the housing bolts and that helped some more.
How can I get a good ground on this thing?
 

The brackets ought to ground it to the block and the battery should ground to the block. Maybe clean off the paint at contact points.
 
Is there an extra adjuster bracket hole tapped into the alt. case on the front housing? If so run a 10 gauge wire from there to the block and a groung wire from the V/reg. to the block
 
I need to add that I am using the March serpentine conversion kit and they clear powdercoat all the brackets and pulleys. I think that is alot of the problem, it won't ground thru the powdercoat.
I was thinking of drilling thru the alternator housing and grounding there.
What do you think of that idea?
