when I first turn the key on to start the car the blinker relay blinks for about 5 seconds then shuts off.
blinker relay not the 4 way flasher relay.
no lights blink.
the rest of the day it wont do it.
is this a capacitor charging (warming up)
possibly the one on the back of the rally dash.
??????????????????????????????????????????

You mean the rest of the day it works fine?
There are no capacitors on a 70 Mopar dash, it's most likely the flasher itself.

"Blinker relay"

It's called a "turn signal flasher" and a "hazard" or a "4 way" flasher"

Pull the flashers out of the car and see if the problem happens in the morning?

Maybe it's the time delay relay?

A rally dash has no separate instrument voltage limiter, it is inside the fuel gauge

Has anyone installed some option, alarm, etc?

A assume? from your user name this is a 70 model year?

You probably have a time delay relay on the courtesy lighting circuit that is clicking.
