What's the best way to clean them so that they look new and have good connections?
 
DO NOT USE SAND PAPER!

use a pencil eraser for exposed surfaces that you can reach. You can even get one of the big pink erasers and cut pieces off to use inside round connectors.

Also there are contact cleaner sprays out there that will work well
 
So far, I've tried CRC Electronic Cleaner, Quick Dry for Sensitive Electronics...it didn't look any different afterwards.
 
The pins are plated. The plating color changes. You can’t make them look new again. If you use abrasives to remove the plating they will look new and clean, but will not have any protection that the plating provides. It will corrode and degrade after that. It will make you feel better but it will not work any better.

if you cleaned them with contact cleaner then that’s all you get.
 
drill a small hole in a pencil eraser, place it over the pin and rotate or chuck in a drill. contact cleaner is the best, then cycle the plug a few times. Use some dielectric grease in there to encapsulate the contacts and prevent oxygen contact, that causes oxidation and corrosion. Get a tube from a cable TV installer. a little goes a long way. IIRC Mopar used axle grease in the pickup truck bulkhead connectors.
