Shouldda known this was going to get "involved" 
Found two adjustment cables broke a crusty line and some discrepancies on these brakes so now it has me wondering how they go back together.
The front wheel I pulled off had the primary spring first, then secondary with the adjustment cable on the outside. Seems to me like the adjustment cable should go first with the primary and then secondary spring.
Any help would be appreciated.

P.S. This is on a 66 Dart with 9" drums (Wii cut this part out)
