Brake Drum Spring

What is the purpose of this brake drum spring?

Anti noise, anti-ringing, anti chatter. I've turned hundreds of drums and rotors. You must use a rubber strap wrapped around the outslide of the drum to prevent ringing--like a bell--from the energy of the cutting tool.
 
I've never seen these on any other car. Does anyone bother using them after drum replacement? It's hard to imagine that they have any effect at normal road speeds.
 
Haven't seen any on A-bodies, but I have have seen them on some of the mid-sixties C-body 8 3/4's with 11x2" brakes for some reason.
 
My '66 A-bodies have them....well most of them. I have one 10" one missing. I've seen them on almost every model Mopar in the '60's. I've also seen lots of aftermarket drums that don't have the groove for the spring, so. lots of them were left off. When I closed my business, I must have thrown over 100 of them in the scrap bin. Now I could use one for a resto! Figures....
