Bucket seat mounting studs

So on my 69 dart it still has the factory bucket seats. One of the studs to mount the seat in the car got broke over the years. I have the correct studs to replace them all. For the life of me I can't get the stud out. Are they welded in? Its "loose" and will move slightly but I just can't manage to get it out. Went as far as a BFH and still no luck.

I believe it is peened over. Look closely and grind of the peeling or the head to remove it.

Yes, they are peened over. I had to remove some to get my son's brackets apart to take care of the rust and get them painted. I reused the studs, but just welded them in place.
