Bulb under the dash..

I was just wondering I have a socket and bulb under my dash under the ashtray with a green rubber cap on it. Is this supposed to be somewhere other than just hanging down under the dash?

It is most likely the ashtray light and should mount into some kind of fitting above the open ashtray.
