Bumper help question 66 Dart

Im installing my front rechromed bumper that I purchased and I found that the bumper does not have the tabs on it to mount the front parking light assemblys. Its on a 66 Dart. Here are some pics of the bumper with parking light from old bumper

You can see the screws that hold the parking light in place and the tabs that are part of the bumper to mount the assembly.
Here is the pic of the new bumper.

No tabs on the bumper. So now I need to decide what to do. I contacted the vender and he said send it back and he will send another one that has the tabs, however he wont cover the shipping back which I would guess to be at least $50-$75. Or could I make some brackets and epoxy them to the bumper with the 3m 8115 bond. I considered spot welding brackets but know it will make a mark on the outside even if I hold a cold wet rag on the chrome side. The vender said he would be ok with me trying this but i wonder if he would change his mind should it not work.
What do you think I should do?

send it back. The vendor, if he any class at all, would cover the shipping, it's his error, you should point that out to him.
 
I decided not to mess with the bumper and send it back and get the one I turned in for core back. As for why the tabs are missing I dont know and he said he doesnt know either. As for shipping its like talking to a wall. He wouldnt hear anything about it and since I am in Pa and they are in California I dont have much options unless I want to wait until the Carlisle show at the end off April and thats just to long! Thanks for everyones suggestions.

Rod, I'm sorry you bought a bad bumper form some dipshit. I'm old school, so if it were me I'd send him one more email with this message. "I understand you don't care, so here is what I am going to do: on this webpage and every other webpage and forum I can find I'm going to spread your name around like dogshit on a shoe. Lets see what that does for your business profile"

Retroron, I understand that and I just got thru a bad deal on here with a set of heads that I bought where I was forced to do that to one of our members. I am kinda screwed here because if I piss him off I might get a shitty second bumper since I cant see it before hand. I'm gonna leave this one ride for now and see how it all works out. I will run into them at a show later this year and deal with it then. But I love your line on what to say!!! Lol
