What does having say a .440 lift int. and a .400 lift exh. and int. duration of 210° and exh. of 200° do??

Don't you normally want as much or more lift and duration on the exhaust than the intake??
 
It all depends on your engine package. It's not odd if you have the port efficiency to let it work. The vast majority of engines don't have that.

So would a stock 318 (aside from intake and 4bbl) be one of those very few engines that would run well with the above cam?

Nope. If you're looking for a good and economical cam for it, the Summit branded smaller one is a great peice for the cash.

The intake duration will dictate the rpm band it works in. By adding a few more to the exhaust, your letting the engine breath out more exhaust making the new incoming charge cleaner for a better burn for more power.

This extends the rpm band a few hundred rpm's. Nothing is really in stone about it since this will change with the parameters of the engine and it's size and abilty of the equipment it has on and in it.
