Can you sand/scuff and paint over ceramic coated items or do you have to sandblast it off.
 
If it has a good grip on the base material, I wouldn't be afraid to scuff it and paint over it. It should be inert and as long as you can get to a matte finish on it, paint should stick.
 
If it's on your headers why would you remove it? The ceramic coating helps keep under hood temperatures down and in the combustion chamber where it belongs

It is silver on a set of manifolds and it just doesn't look right. I would rather natural or black/ Grey on manifolds and headers
 
My coater uses silver as a base, under the cast-iron coating.
