Can you remove the gauge cluster from a non-locking wheel 1969 Valiant without dropping the column down like you need to with the later model in-column switch/locking wheel types? The column looks pretty slim without the bulge from the ignition switch/locking wheel collar.
 
DISCONNECT BATTERY!!!

Even on my 67 I drop the column. No need to unhook anything just remove the three nuts from the brackets, "wad up" a coat or other bulky cloth for padding, and let it "sag" down

Don't forget the speedo cable!!
 
Locking/non-locking/column shift indicator or not is not the issue. The issue is work space. The panel is like 4 inches thick and you'll need to pull it forward far enough to tilt face downward and disconnect its wire harness connectors. Either way you go about it, beware those fragile contact pins under the connectors. Complete procedure is in factory service manuals. Many of those are free downloads at Mymopar
