convertible top adjustment (again)

hey guys, new to the site, I read the tread on adjustment already but it didn't help my problem, I just bought a 69 dart, the top has been replaced and is like new, It opened and closed fine, I noticed a crack in the frame and it was a little rusty, so I removed the top and took out the frame to weld and paint it. I re-installed the frame in the same location without the top on it to get it all adjusted and now when it is fully closed it falls 2" short of the windshield, I tried every adjustment and I cant get it to come far enough forward. HELP!! does the top need to be on the frame to close properly? and the crack was only an inch long and by welding it nothing changed. any sugestions?
 
Did you loose some hydrolic fluid when you took the frame out ?
Can you grab the frame header and pull it to the body header ?
The weight of the top fabric would probably make a small difference.
 
I swapped my frame out and did this: I left the mounting bolts loose and opened the frame all the way. There are adjustments in the frame rails that can be opened up too. I latched the top onto the windshield frame and then tightened up the mounting bolts. Then I took it to the shop where they installed the fabric.

Rear curtain (rear window) location dimension, which is the distance from trunk deck molding to last rear most top bow is critical to proper top fit and articulation. Top suppliers have all these factory detentions.

The padding sets & holds the position of last top bow. The top installer should have test fit the frame, set the curtain dimension, and installed the padding accordingly.
