Thanks to all who helped with this issue. I wanted to post the fix. The head gaskets fixed it. Some of the lower bolts on the heads were only hand tight!!! Instead of re-torquing I opted to replace the gaskets. I left the old thermostat in. Since the heads were not torqued right the combustion pressure was entering the cooling system until the engine got hot. After it got hot the head gaskets would seal. The engine stays at 190 with no issues. Thanks Tod
