Does anyone have picture of the back side of a 69 dart dashboard so I can see where the dash lights go? The sockets in mine are just dangling below the dash.

Not sure what sockets you are talking about, your car has a printed circuit dash board. Probably one socket for the emergency/low fluid brakes, and that's it except for the ash tray, if it has a light at all.

Isn't there a bulb that goes on behind the dash when the headlight switch is pulled to the first position? Like to illuminate the gauge cluster at night?

Not on a '69, but, the emergency brake light socket is right there. It's the square right above the headlight switch.

Just pull the cluster. It's so self explanatory a blind man can figure it out. Make sure and disconnect the battery first.

The only lights in the cluster "that dangle" are the brake warning lamp and oil warning lamp. Anything else are bayonet sockets with no wires, and they make contact on the PC board.

Shine a light up under the dash and see if you can see the oil/ brake lamp light up which would mean those lamps are removed/ fallen out

He is probably going to have to partially pull the whole cluster forward to access the circuit board, etc. Like RRR said. Would be easier if you pull the front seat out.
