How do I remove the panel where the a/c on and off switch and the heater buttons of.

You access the nuts from behind the dash. Taking out the glove box and possibly the instrument cluster will facilitate access and removal of the heater control panel.

I know on the Valiant that I own, my husband had to lower the steering column. Then the top had to come off and then the face for that area could be removed.
