drilling oil passage by filter houseing?

I was watching a video on u tube the other day and this guy was talking about drilling a hole near the oil passage area of the filter housing a don't understand ..there was this gold colored blk from brazil that the guy was fixing up and someone posted a comment about that... does anyone know any thing about this.......?????
 
There are a couple of posts on this site that cover small block oiling mods. Look for postings from guitarjones. Tile is something like Anyone interested in the oiling mods I did. Search and you will find it.
